一级市场，也称发行市场或初级市场，是资本需求者将证券首次出售给公众时形成的市场。它是新证券和票据等金融工具的买卖市场。该市场的主要经营者是投资银行、经纪人和证券自营商(在我国这三种业务统一于证券公司)。它们承担政府、公司新发行的证券以及承购或分销股票。投资银行通常采用承购包销的方式承销证券，承销期结束后剩余发行人可以获得预定的全部资金。在金融市场方面的一级市场（Primary Market / New Issue Market）是筹集资金的公司或政府机构将其新发行的股票和债券等证券销售给最初购买者的金融市场。房地产一级市场是指新建住房的买卖市场，市场主体是住宅开发商、营造商和居民。居民通过一级市场购得住房的产权，使住房的产权首先从法律上达到确认。从商品经销角度讲，厂家所在地为总营销处或产品所流通的省份级称之为一级市场。
